- Cause #1: the college never forwarded it. Ask the nodal officer first.
- You cannot apply yourself — the institution submits it.
- Bank account must be in the student's own name, active and Aadhaar-linked.
- Rejected? There is an appeal option on the portal.
- It stacks with other scholarships — another award is not the reason.
Thousands of girls register on the portal, see no money, and conclude they were rejected. In reality nothing was ever submitted. Because the college — not the student — must verify and forward the application, an application whose nodal officer never actioned it simply sits there forever, generating no rejection, no SMS, no explanation. The only way to find out is to ask the nodal officer directly. Do not do this by email; go to the office.
Step 1 — Ask whether it was actually forwarded
If the answer is no — or "we'll check" — ask them to do it while you are standing there, and get the date it was forwarded. If the answer is yes, move to Step 2.
Step 2 — Check the bank account
The ₹1,000 is a direct bank credit, and it fails if the account is not exactly right:

Step 3 — Check the status
You can log in to the Penkalvi / Pudhumai Penn portal with your registered mobile number. But the nodal officer's dashboard is more informative, because it shows whether the college actually forwarded the application — which the student view may not make obvious. Step 4 — If it was rejected, appeal
The portal provides an appeal option for rejected applications and for discrepancies in your details. Very few students use it, because very few know it exists.
Before appealing, ask the nodal officer to read out the reason recorded against your application. It is nearly always one of:
- Schooling proof mismatch — the Class 6–12 government-school condition wasn't clearly documented
- Name mismatch between Aadhaar, school records and the bank
- Bank details wrong or in the wrong name
- Course type not covered (PG, distance mode and open university are not eligible)
All but the last are fixable. Correct the document, then appeal.
Step 5 — Check you are still continuously enrolled
The benefit runs only while you remain continuously enrolled in the UG degree, diploma or ITI course. A break in the course, a year repeated, or a change of institution that was never updated on the portal will stop the credit. If your payment ran for a while and then stopped, and the bank account is fine, this is the thing to check.
How to get the nodal officer to actually act
The hardest part of this whole problem is not the portal — it is getting a busy college officer to process your file. A few things that work:
- Go in person, with your documents. An email is easy to leave unanswered; a student standing at the desk with her Aadhaar, bank passbook and school certificates is not.
- Ask for the date it was forwarded, not just "yes, it's done". A date is checkable; a reassurance is not.
- Go early in the academic year. Registration windows open and close, and an officer processing a hundred files in the final week will not chase your missing document for you.
- Go with classmates. Three students from the same class with the same problem get taken more seriously than one.
- If the college genuinely will not act, escalate to the principal, and then to the District Social Welfare Officer.
None of this should be necessary, and it is unfair that it is. But the scheme is built so the institution holds the key — so the institution is where your effort has to go.
